NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Mount Holly Municipal Utilities Authority, for the Hollybrook Pumping Station Upgrade, Contract No. 2022-21, and will be opened and read in public at the Authority Office, 300 Rancocas Road, Mount Holly, New Jersey 08060 on Wednesday, September 17, 2025 at 10:00 A.M., prevailing time.
The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans. In general, the work consists of the decommissioning and demolition of the existing pump station to 3 feet below grade; replacement of one (1) manhole and installation of two (2) manholes and yard piping; relocating of electrical utility service; installation of precast 10-foot wet well furnished with two (2) submersible pumps and guiderails, one (1) comminutor, and radar level detection sensor; installation of a valve vault furnished with discharge check valves, gate valves, and flowmeter; installation of flow-through platform for maintenance access and equipment including davit crane, odor control unit, emergency generator, and electrical equipment; installation of one (1) by-pass manhole with by-pass connection; and other modifications as shown on the drawings.
Plans, Specifications and forms of bid for the proposed work prepared by Richard A. Alaimo Associates, Authority Engineer, have been filed in the office of said ENGINEER, at 200 High Street, Mount Holly, New Jersey, and may be inspected by prospective bidders during the regular business hours. Bidders will be furnished with a copy of the Specifications, Plans and Proposal by the ENGINEER at the cost of preparation thereof, $150.00, nonrefundable; plus $10.00 postage and handling if mailed. Checks shall be made payable to RICHARD A. ALAIMO ASSOCIATES.
Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Mount Holly Municipal Utilities Authority, and must be accompanied by Certified Check, Bid Bond or Cashier’s Check drawn to the order of the Mount Holly Municipal Utilities Authority for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract.
The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor’s Performance Bond, Saturdays, Sundays, and Holidays excepted.
This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Law); P.L. 2004, c.57 (Business Registration Act); and P.L. 2003, c.91 (Public Works Contractor Registration Act).
Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq.
The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Mount Holly Municipal Utilities Authority is the lowest responsible bidder and to waive such informalities as may be permitted by law.
