NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Mount Holly Municipal Utilities Authority, for the Plant No. 2 Primary Settling Tank (PST) and Secondary Settling Tank (SST) Modifications/P-17 Drainage Sump Pump Station Upgrade, Contract No. 2022-19, and will be opened and read in public at the Authority Office, 300 Rancocas Road, Mount Holly, New Jersey 08060 on Wednesday, November 19, 2025 at 10:00 A.M., prevailing time.
To allow for adequate time to review and respond to inquiries for the Plant No. 2 Primary Settling Tank (PST) and Secondary Settling Tank (SST) Modifications/P-17 Drainage Sump Pump Station Upgrade, all questions or requests for information shall be submitted to the Engineer no later than end of business day Monday October 27th.
The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans:
Clearing site; Rehabilitation of existing four (4) tanks and walkways in the PST and SST, the Dosing Tank, and the Drainage Sump wet well including concrete restoration, crack repairs, interior concrete coating, exterior painting, and walkways top sealer; Removal of existing guardrails for the PST and SST; Removal and replacement of equipment for the PST and SST including the chain and flight systems, scum troughs, baffles, weirs, sludge collection piping and valving, and miscellaneous valving; Installation of aluminum guard rails and handrails for the PST and SST and connection of PST handrails to the existing PST staircase handrails; Installation of new lighting around the PST and SST and PST pipe shed; Demolition and installation of new pre-cast concrete top slab for wet well and valve vault with metal hatches; Demolition and installation of new equipment for the Drainage Sump including two (2) submersible pumps, electric davit crane, discharge piping and valving, pump controls and SCADA integration; Site cleaning and restoration; Contract closeout documentation.
Plans, Specifications and forms of bid for the proposed work prepared by Richard A. Alaimo Associates, Authority Engineer, have been filed in the office of said ENGINEER, at 200 High Street, Mount Holly, New Jersey, and may be inspected by prospective bidders during the regular business hours. Bidders will be furnished with a copy of the Specifications, Plans and Proposal by the ENGINEER at the cost of preparation thereof, $110.00, nonrefundable; plus $15.00 postage and handling if mailed. Checks shall be made payable to RICHARD A. ALAIMO ASSOCIATES.
Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Mount Holly Municipal Utilities Authority, and must be accompanied by Certified Check, Bid Bond or Cashier’s Check drawn to the order of the Mount Holly Municipal Utilities Authority for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract.
The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor’s Performance Bond, Saturdays, Sundays, and Holidays excepted.
This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
All bidders are invited to attend a Pre-Bid Conference at the Water Treatment Plant Office, at 300 Rancocas Road, Mount Holly, New Jersey to be held on Tuesday, October 14, 2025 at 10:00 A.M. The treatment plant site will be open for inspection immediately following the pre-bid meetings between the hours of 10:00 A.M. to 12:00 P.M.. Access to the site at other times shall be by appointment only.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Law); P.L. 2004, c.57 (Business Registration Act); and P.L. 2003,c.91 (Public Works Contractor Registration Act).
Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq.
The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Mount Holly Municipal Utilities Authority is the lowest responsible bidder and to waive such informalities as may be permitted by law.
